2020 Taipei Film Academy Filmmakers Without Borders - Taipei Film Commission

I. Event Description
Taipei Film Academy launches the brand new program “Filmmakers Without Borders” this year. Like the professional international collaboration spirit of Doctors Without Borders, this program aims to invite international filmmakers to share their experience of cross-culture co-production. Singaporean director Anthony Chen and his long time Taiwanese editing partner Ho-Ping Chen will discuss the process of editing and how to convey filmmaker’s philosophy with the help of this post-production practice in the filmwith Hsiao-Tong Chen, also a well-respected editor from Taiwan as moderator. This online forum will be open to filmmakers, university students in Taiwan, and people interested in co-production and film industry.

VII. Speakers
A. Speaker: Anthony Chen
Director
Born in Singapore, Anthony Chen started film school at the young age of 17 to pursue his passion in filmmaking. Trained at film school in Singapore and then at the National Film and Television School, UK, his shorts have screened and been awarded at numerous prestigious international festivals.
Chen’s debut feature ILO ILO debuted at the 2013 Cannes Film Festival and was unanimously awarded the Camera d’Or. ILO ILO went on to gain widespread acclaim and recognition, winning forty awards internationally, including four Golden Horse Awards at the 50th Golden Horse Awards in Taiwan.
Chen was named by Variety magazine as ‘10 Directors to Watch’ in 2014. The same year he launched Giraffe Pictures in Singapore, a boutique film company with an aim to nurture and develop new voices in Singapore and Asia.
Chen’s latest film, WET SEASON, premiered at the Toronto International Film Festival in 2019 and was once again lauded critically, garnering 12 awards so far.
B. Speaker: Ho-Ping Chen
Editor
Ho-Ping Chen began her career in film as a writer, co-wrote Taiwanese director Edward Yang’s un-filmed script Xiang Qi Le Ni. She produced documentary programs and series for Da Ai TV, and her first feature documentary 1999 Heart Lotus won the excellent documentary award that year. Since 2004, she started to produce the series Da Ai Drama - Picking Rice Ears, and The Golden Line series won many Taiwanese Golden Bell Awards in 2008 and 2009.
In 2008 she moved to the UK to study Film Editing at the National Film and Television School. She edited Norwegian director Karen Winther’s documentary The Betrayal, Singaporean director Anthony Chen’s first feature film Ilo Ilo and the second one Wet Season, and she is one of the key editors of Ilya Khrzhanovskiy’s epic project DAU.
C. Moderator: Hsiao-Tong Chen
Editor
Graduated from the Department of History, Fu Jen Catholic University, Hsiao-Tong is a seasoned editor in Taiwan. In 1989, he joined the industry as an assistant in the studio of Central Motion Picture Corporation. He used to be in the production of iconic Taiwanese films, A Brighter Summer Day, and Song of the Exile. Then he started his career as an editor for more than 20 years.
Hsiao-Tong has multiple experiences of editing, including fiction and documentary. He edited not only The Moon Also Rises, Murmur of Youth, and The Most Distant Course, which are nominated by several international film festivals, but Winds of September, nominated by Golden Horse Awards.

VII. Course Summary
International teamwork in film industry – Transnational co-production and editing from the case of Wet Season
International co-production in filmmaking has become the new normal in recent years. Besides the influx of funding from different countries, filmmakers have been exploring wide array of possibilities in the formality of a film, thanks to their different nationalities and cultural background. Anthony Chen, a well-recognized Singaporean director by film festivals around the world, will be joined by his long time editing partner Hoping Chen in this session. The forum will be moderated by Hsiao-Tong Chen, also a well-respected editor from Taiwan. They will discuss the process of editing and how to convey filmmaker’s philosophy with the help of this post-production practice in the film Wet Season and Ilo Ilo.
The participants could benefit from the lecture in learning more about editing.
VIII. Other Information
A. Any applicant that submits and apply to this forum also agrees that the Commission gather and process his/her personal information according to law.
B. All participants must comply with the regulations of the Commission, applicants who violate the regulations will be disqualified.
C. If work and classes are suspended in case of force majeure such as natural disasters and typhoons, announced by Taipei City Government during the forum, the courses of the day will be postponed or canceled, and the participants will be informed depends on the situation.
D. In the event that changes are made to application policies or other aspects of the forum, the official website of Taipei Film Commission prevails other sources of information. The Commission reserves the right to make changes to and interpret this charter and the forum, and evaluate applicants.
E. If controversies over the application or interpretation of the charter should occur the situation shall be settled according to legal regulations of Republic of China. The applicant agrees that any litigation arising from this forum shall be subjected to the jurisdiction of Taipei District Court in the first instance.
